About outline layers when using Protel99SE

I am writing an outline in KeepOutLayer, but the preview in the Gerber viewer does not seem to reflect this.

I have also put the V-cut line in KeepOutLayer, but for some reason the V-cut seems to be placed on the right edge.

I was taught to use KeepOutLayer to draw the outline, but am I wrong?
