Custom tooling hoe size

I want to use 3.2 mm board mounting holes as tooling holes for the solder stencil for my own manual assembly. My first attempt had the holes missing on the stencil. What rules should I follow for the mounting hole to insure that there is corresponding hole in the solder stencil? Thanks!
