In Eagle, why do drill holes scale up 10x?

Why do the drill holes scale up using the Eagle CAM processor?

I read the following advisory note:

"Start from Eagle 7.2 the old EXCELLON device output 2.5 format instead of 2.4 for drills, this caused the "Drill holes scale up 10x" issue in some Gerber viewers."

I have tried EXCELLON_24, EXCELLON_26, and EXCELLON under the tab marked Drill, but no success, still scaled up 10X!

I do not see EXCELLON_25, or anything 2.5.

Please advise. Thank you.
