Minimum spacing between electrical conduction tracts and heatsink pads on copper core PCBs

The minimum spacing for traces is 0.1mm. How much space must there be between a heatsink pad on copper core PCBs and a “normal” trace? Is 0.1mm enough?

I read that heatsink pads for direct copper base should be provided in a separate layer, so I just need to add a new custom layer in EasyEDA, right?

And finally, can a rectangular heatsink pads be rotated? For example, would be a 7° angle between the heatsink pad and the PCB edge possible.
