PTH pads on commponents and solder mask

Are component pads PTH by default on fabrication? I have a two sided board and have many unconnected pads on top layer. Since soldering will be manual, I wan to avoid soldering on both sides is not needed. Plus I am affraid that PTH could still the tin from the bottom layer
