After PCBA, PCB can not be soldered. Not solderable.

I used PCBA service only for R,C components, not for ICs.

The problem is that I can not solder ICs onto the PCB which is partially assembled by PCBA service.

The solder is not spread easily. So It is extremely hard to solder.

I am using Economic PCBA with 4 layers.

With ENIG option, the result is same.

With Cleaning option, the result is same.

Could you suggest any help?
